Members coordinate politically and like each other more. Members vote on admissions, expulsions and sanctions.
Members suspended after coups (Mali, Burkina Faso, Niger, Guinea, Sudan, Madagascar) are not counted. The Sahrawi Republic is a member but is not modelled.
