Covert action and rebels
Funding rebel movements, uprisings and civil wars.Uprisings in your own country
An option when starting a game (on by default). With it on, a region of your country where unrest stays high, above all land taken from another country or the homeland of a historical movement, may be called to an independence vote. It is announced weeks ahead, and the vote follows the region's mood on the day: lower taxes, more stability and the Integration Policy technology can still win it. Respect a "yes" and the region leaves in peace; refuse and it fights a war of independence with the troops it can raise. There is none in the first half year, and at most one every two years. A hostile, stronger neighbour may also fund rebels in your land; you are told when they are found out.
Select a province of another country and fund rebels there. The movement grows faster where unrest is high, the land was taken from someone else, or the government is weak or at war. Each week it may be found out.
Breakaway movements take the name, flag and history of the real movement rooted there – Biafra, Tamil Eelam, the Republic of Texas, East Turkestan, Kawthoolei. A second uprising in the same place takes another historical name. At full strength they rise, proclaim a state and fight a civil war. See the list of movements.
